Antes de contestar las preguntas planteadas quiero comentar brevemente como el Gobierno de Juan Manuel Santos en Colombia está manejando el tema de innovación según información encontrada en internet.
El presidente se refiere siempre a la Innovacion como una de las locomotoras hacia el desarrollo. La tarea se le ha asignado a Colciencias, algunos ministerios, Bancoldex, el consejo privado de competitividad y Planeación Nacional. Los recursos provienen de las regalías que recibe el gobierno, aunque algunos opinan que la iniciativa se encuentra aún desfinanciada.
El plan se sostiene en tres pilares:
1.Incrementar el capital humano en innovación e investigación. Para ello se busca aumentar el acceso a pasantías con enfoque regional para jóvenes investigadores, involucrar a los niños con la ciencia y fortalecer las becas y las becas crédito para estudios doctorales y de maestría a nivel nacional y en el exterior.
2.Lograr la transformación social a partir del conocimiento y la innovación. Busca aumentar el número de investigadores activos en el país y aumentar los programas de investigación.
3.Avanzar en la transformación productiva de Colombia. La intención es que las investigaciones se pongan en práctica al servicio de la economía nacional y regional.
Un proceso de Innovación que apoya el primer pilar es la formación académica a través de ambientes virtuales. En Colombia el Sena Virtual es la entidad encargada de usar las tecnologías de información para facilitar la formación profesional. Anualmente ofrece aproximadamente 430 cursos virtuales a través de la plataforma BlackBoard, clasificados por áreas ocupacionales como Finanzas y Administración, tecnologías de información, procesamiento, fabricación y ensamble, entro otras.
Tomé mi primer curso hace dos años mientras paralelamente buscaba trabajo justo después de graduarme, como una opción gratis de utilizar productivamente el tiempo libre.
Cómo indivio (usuaria) me afecto inicialmente el proceso de adeptarme después de pasar muchos años en las aulas a una nueva metodología de aprendizaje en la que si bien reduce los costos y tiempos de desplazamiento implica mucha más responsabilidad, compromiso y organización de los horarios propios. Me parecía extraño el tener que plantear preguntas por correo y esperar la respuesta, si en el salón de clases la respuesta era casi inmediata.
Los factores que me permitieron tener éxito es que conserva similitud con la metodología clásica, es decir, existen evaluaciones, trabajos individuales y en grupo, se pueden hacer aportes y preguntas sobre el tema.
El buen diseño de la plataforma y las explicaciones claras de cómo funciona facilitó a su vez mi adaptación a la metodología. Los recursos como videos y caso reales ayudaron para motivar el proceso en momentos en que leer te resulta extenuante.
Finalmente, creo que en Colombia se están haciendo grandes esfuerzos por facilitar el acceso al conocimiento y por incentivar la generación de conocimiento, dos tareas para las que el aprendizaje on-line servirá de base a medida que se facilite el acceso a la tecnología y se instruya cómo usarla.
Me habría gustado comentar un proceso de innovación al que ayudara a dar formar pero la vida no me ha puesto aún por ese camino y mi primer acercamiento a estos temas es el presente curso.
